Preparing myself for the driving theory test, I got further reasons why people are so careful while driving... the penalties are quite high. Not only are there fines, but penalties which could disqualify one from driving (ranging from 56 days to years!). Add to that imprisonment too! And every mistake earns you penalty points against your license, 6 of which within two years means you'll have to go through the whole process of securing a provisional license, sit for the theory test and also appear for the practical test.
With such strict measures, not only for your quality of driving, but also for the vehicle one is driving, how can one be casual about driving. I suppose all this is to ensure safety of everyone, including oneself!
